What shades of color should I paint my dining room that has a chair rail and a wedding cake ceiling?

I wanted to paint above the chair rail a dark green to make the ceiling stand out. Would it look better to put the green on the bottom and a lighter color on top?

The ceilings will appear higher and the room will look more expansive if you put the darkest color on the bottom, beneath the chair rail.
